UK-EU Study Debate May Rebuild Interest

Ten years on from Brexit, UK HE enrolment from the EU has fallen sharply, with some countries seeing drops of up to 80%. However, current negotiations on a UK-EU ‘reset’, particularly around the ‘youth experience scheme’, have hit a sticking point: tuition fees.


The UK Trade and Business Commission reports the mandate says the UK-EU youth experience scheme should ‘address the main hurdles for young [European] Union citizens (e.g. in respect of education tuition fees or of work placements as part of Union studies)’. The EU is not asking for loan access for now, but fee equalisation.


Any change could potentially lower barriers to rebuild demand toward the pre-Brexit baseline of 153,000 EU enrolled students, which for universities, could represent opportunity or risk. UK institutions earned £940m from EU student tuition fees in 2022/23, a drop of 30% from 2020/21.


The UK-EU debate isn’t yet over, but any chance to improve student study options shows a glimmer of optimism.
